The Federal Financial Institutions Examination Council (FFIEC) members expect financial institutions to incorporate patches on systems and services, applications, and appliances using OpenSSL and upgrade systems as soon as possible to address the vulnerability. Financial institutions should consider replacing private keys and X.509 encryption certificates after applying the patch for each service that uses OpenSSL and consider requiring users and administrators to change passwords after applying the patch. Financial institutions relying upon third-party service providers should ensure those providers are aware of the vulnerability and are taking appropriate mitigation action.

The National Credit Union Administration (NCUA) has taken the helm at the Federal Financial Institutions Examination Council (FFIEC) for the first time in more than 20 years. Debbie Matz, Chairman of the NCUA Board, is now the Chairman of FFIEC for a two-year term. Matz succeeds Sheila C. Bair, Chairman of the Federal Deposit Insurance Corporation (FDIC). FFIEC also named acting Comptroller of the Currency John Walsh as its new Vice Chairman.

The Federal Financial Institutions Examination Council (FFIEC) today announced the launch of its redesigned IT Examination Handbook InfoBase. The IT InfoBase is the primary distribution method for the IT Examination Handbook. The new IT InfoBase is expected to have a beneficial impact on the user experience and will enable more timely updates to the IT Handbook in the future. This update does not implement any changes to the content of the IT Handbook, or related guidance.

The Federal Financial Institutions Examination Council (FFIEC) today issued updated guidance for examiners, financial institutions, and technology service providers on the risks associated with retail payment systems. This Retail Payment Systems Booklet, which is part of the FFIEC Information Technology Examination Handbook series, is an update to the 2004 version that provided guidance on the risks and risk-management practices applicable to financial institutions’ retail payment systems activities, including checks, electronic payments related to credit cards and debit cards, and the automated clearing house (ACH). Appendices to this booklet include examination procedures and references to applicable laws, regulations, and guidance.

The Federal Financial Institutions Examination Council (FFIEC), on behalf of its members, released an updated edition of its white paper today on mortgage fraud detection and deterrence. The primary objective is to help examiners understand, identify, and detect mortgage fraud schemes and elements. The white paper defines various types of fraud, gives examples of how individuals commit fraud, provides a list of red flags, and outlines best practices.

The Federal Financial Institutions Examination Council (FFIEC) released an advisory today reminding institutions of supervisory expectations for sound practices to manage interest rate risk (IRR). This advisory, adopted by each of the financial regulators, reiterates the importance of effective corporate governance, policies and procedures, risk measuring and monitoring systems, stress testing, and internal controls related to the IRR exposures of depository institutions. It also clarifies elements of existing guidance and describes some IRR management techniques used by effective risk managers.

The Federal Financial Institutions Examination Council (FFIEC) released a policy statement today supporting prudent commercial real estate (CRE) loan workouts. This policy statement, adopted by each of the financial regulators, provides guidance for examiners, and for financial institutions that are working with CRE borrowers who are experiencing diminished operating cash flows, depreciated collateral values, or prolonged delays in selling or renting commercial properties.

The HMDA data made available today cover 2008 lending activity--applications for loans, loan originations, loan denials, and purchases of loans. The data include 14.2 million applications and originations and 2.9 million purchases, for a total of 17.1 million actions.

The Task Force on Supervision, acting under delegated authority from the Federal Financial Institutions Examination Council (FFIEC), announced today that it has approved an updated Uniform Interagency Trust Rating System (UITRS), and is recommending that FFIEC member agencies adopt and implement the updated rating system effective January 1, 1999.
