MORTGAGE DISCLOSURE ACT INFORMATION SHEET
THE HOME MORTGAGE
DISCLOSURE ACT (HMDA) REQUIRES LENDING INSTITUTIONS TO MAKE ANNUAL
PUBLIC DISCLOSURES OF THEIR HOME MORTGAGE AND HOME IMPROVEMENT LENDING
ACTIVITY. DISCLOSURES ARE PUBLICLY AVAILABLE NOT ONLY AT THE INSTITUTIONS'
OWN OFFICES, BUT ALSO AT A CENTRAL DEPOSITORY IN EACH METROPOLITAN
STATISTICAL AREA (MSA). THESE CENTRAL DEPOSITORIES SERVE ON A VOLUNTARY
BASIS. IN ADDITION TO EACH LENDING INSTITUTION'S INDIVIDUAL DISCLOSURE
STATEMENT, AGGREGATE DATA TABLES COVERING THE LENDING ACTIVITY OF
ALL INSTITUTIONS SUBJECT TO HMDA IN A PARTICULAR MSA ARE MADE AVAILABLE
AT THE CENTRAL DEPOSITORY FOR THAT MSA. CD-ROM USERS WILL HAVE ACCESS
TO THE DISCLOSURE STATEMENTS AND AGGREGATE TABLES FOR EACH MSA NATIONWIDE.
AS IN THE PAST,
TO CATEGORIZE CENSUS TRACTS BY INCOME WE RELY ON THE 1990 CENSUS
TO DETERMINE THE MEDIAN FAMILY INCOME FOR EACH MSA, AND FOR CATEGORIZING
APPLICANTS OR BORROWERS WE RELY ON INFORMATION OBTAINED FROM THE
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR AN UPDATED ESTIMATE
OF THE MEDIAN FAMILY INCOME FOR EACH MSA.
CHANGES
FOR 1997 DATA
TABLE 3 AND
TABLES IN THE 4, 5, 6, 7, AND 8 SERIES SHOW DATA FOR VARIOUS LEVELS
OF INCOME OF BORROWERS OR APPLICANTS, AND FOR VARIOUS LEVELS OF
MEDIAN FAMILY INCOME OF CENSUS TRACTS, IN BOTH CASES AS A PERCENTAGE
OF THE MSA MEDIAN FAMILY INCOME. IN THE PAST, FOR BORROWER OR APPLICANT
INCOME, THE INCOME LEVELS HAVE BEEN: LESS THAN 80 PERCENT OF MEDIAN
MSA INCOME; 80 TO 99 PERCENT OF MEDIAN MSA INCOME; 100 TO 119 PERCENT
OF MEDIAN MSA INCOME; 120 PERCENT OR MORE OF MEDIAN MSA INCOME.
THE INCOME LEVELS FOR HMDA DATA HAVE NOW BEEN CHANGED FOR GREATER
CONSISTENCY WITH THE INCOME LEVELS USED IN COMMUNITY REINVESTMENT
ACT (CRA)DATA. FOR 1997 DATA, THE INCOME LEVELS ARE: LESS THAN 50
PERCENT OF MEDIAN MSA INCOME; 50 TO 79 PERCENT OF MEDIAN MSA INCOME;
80 TO 99 PERCENT OF MEDIAN MSA INCOME; 100 TO 119 PERCENT OF MEDIAN
MSA INCOME; 120 PERCENT OR MORE OF MEDIAN MSA INCOME. FOR MEDIAN
FAMILY INCOME OF CENSUS TRACTS, THE INCOME LEVELS IN THE PAST HAVE
BEEN: LOW- OR MODERATE-INCOME (LESS THAN 80 PERCENT OF MEDIAN MSA
INCOME); MIDDLE-INCOME (AT LEAST 80 PERCENT BUT LESS THAN 120 PERCENT
OF MEDIAN MSA INCOME); UPPER-INCOME (120 PERCENT OR MORE OF MEDIAN
MSA INCOME). FOR GREATER CONSISTENCY WITH CRA DATA, THE CENSUS TRACT
INCOME LEVELS IN THE 1997 DATA ARE: LOW-INCOME (LESS THAN 50 PERCENT
OF MEDIAN MSA INCOME); MODERATE-INCOME (AT LEAST 50 PERCENT BUT
LESS THAN 80 PERCENT OF MEDIAN MSA INCOME); MIDDLE-INCOME (AT LEAST
80 PERCENT BUT LESS THAN 120 PERCENT OF MEDIAN MSA INCOME); UPPER-INCOME
(120 PERCENT OR MORE OF MEDIAN MSA INCOME).
ANOTHER CHANGE
EFFECTIVE WITH THE 1997 DATA INVOLVES THE HEADINGS OF THE COLUMNS
IN TABLES 1 AND 2 AND THE TITLES OF TABLES IN THE 4, 5, 6, 7, AND
8 SERIES. COLUMNS AND TITLES THAT REFER TO REFINANCINGS AND MULTIFAMILY
LOANS HAVE BEEN CHANGED SLIGHTLY TO REFLECT BETTER THE CONTENT OF
THE DATA.
RESPONSIBILITIES
OF CENTRAL DEPOSITORIES
CENTRAL DEPOSITORIES
ARE ASKED TO KEEP THE DATA TABLES TOGETHER IN ONE LOCATION TO THE
EXTENT POSSIBLE. THE CENTRAL DEPOSITORIES ARE RESPONSIBLE FOR:
- RECEIVING
AND STORING THE HMDA DATA AS FORWARDED FROM THE FFIEC;
- RETAINING
THE DATA FOR PUBLIC DISCLOSURE FOR A PERIOD OF 5 YEARS;
- MAKING
THE DATA AVAILABLE FOR PUBLIC INSPECTION DURING REGULAR OFFICE
HOURS AND ALLOWING THE PUBLIC TO OBTAIN OR MAKE COPIES OF THE
DATA AT THE COPYING RATE NORMALLY CHARGED.
THE DEPOSITORY
PERFORMS A VALUABLE PUBLIC SERVICE BY PROVIDING, ON A VOLUNTARY BASIS,
A PHYSICAL LOCATION FOR STORAGE OF THE HMDA DATA. ANY QUESTIONS OR
